The Administration exam at a glance

According to the RBQ, a person who passes this exam may act as guarantor for the Administration subclass. The exams are taken by the company's guarantor(s): the person themselves for a sole proprietorship, one of the officers for a legal person or partnership.

  • Duration: 3 hours; multiple-choice questions; passing grade: 60%.
  • Topics: financial management, management, labour relations, statutes and regulations.

Who must pass it: general or specialized contractors, together with the construction site safety management exam, the project and site management exam and the carrying out of construction work exam for each subclass applied for. Owner-builders, general or specialized, do not take the Administration exam.

The three management exams: a gateway to 13 subclasses

Passing the three management exams — Administration, Construction site safety management, and Project and site management — allows you to apply for a specialty contractor licence that includes the Schedule III subclasses, with no work execution exam.

The 13 subclasses are:

  • 2.5 — Excavation and earthwork
  • 2.7 — Site work
  • 3.2 — Small concrete works
  • 4.2 — Non-structural masonry, marble and ceramic work
  • 5.2 — Metal works
  • 6.2 — Wood and plastic work
  • 7 — Insulation, waterproofing, roofing and exterior cladding
  • 8 — Doors and windows
  • 9 — Finishing work
  • 11.2 — Special equipment and products
  • 12 — Manufactured cabinets and countertops
  • 13.5 — Special or prefabricated installations
  • 17.2 — Intercom, telephone and surveillance systems

Official list of subclasses (RBQ): https://www.rbq.gouv.qc.ca/sous-categories

Include all 13 subclasses in your first application

If you plan to offer work in all of these areas, enter all 13 numbers in your initial application. This way, you can avoid having to file an addition request later and pay the applicable fees.

These subclasses are not granted automatically after you pass the exams. You must meet the RBQ’s other conditions, including the applicable bond and payment of the fees.

Before offering or performing any work, wait until your licence is issued and check that it includes the subclasses you need. Each subclass has a scope and limits that must be respected. The other requirements that apply to the work and to labour still apply.

You can then apply to add other subclasses by meeting the corresponding qualification requirements, including for work execution when an evaluation is required.

Prof-RBQ prepares you for the exams. We do not fill out forms, file applications or handle any administrative follow-up with the RBQ. You complete these steps yourself.

Please note — This course prepares you for RBQ examinations. Its content is educational: before applying any concept on a job site, consult the codes and regulations in force, which take precedence in case of discrepancy. Some quizzes refer to paid codes, standards or manuals that are not included and may be required; they are available separately from their publishers. If you do not have the document a question refers to, simply skip that question. Prof-RBQ is independent of the RBQ and does not guarantee exam success.

Key points the course explains in detail

Box 22 of the T5018 slip and the $500 threshold

The $500 threshold that makes a subcontractor reportable is assessed excluding GST/HST, but box 22 of the T5018 slip shows the total of the payments, including GST and QST (Canada Revenue Agency, T5018 slip). On an invoice of $18,400 plus taxes, box 22 therefore shows $21,155.40, not $18,400.

Current liabilities in a working capital ratio

The portion of a loan due within the year goes into current liabilities; the balance payable after 12 months does not. The course redoes the calculation on a sprinkler contractor's balance sheet: $240,000 of current assets, $180,000 of current liabilities, working capital of $60,000.

Employee mobility: 750 hours, and 400 hours

An employer may assign anywhere in Québec the holder of a competency certificate who has worked 750 hours or more for that employer, in the construction industry, in Québec or elsewhere in Canada, during the first 24 of the 26 months before the certificate was issued or renewed; the threshold is 400 hours for a woman or a person representing the diversity of Québec society (Regulation respecting the hiring and mobility of employees in the construction industry).

The legal construction hypothec: 30 days, then six months

The hypothec subsists without publication for the 30 days following the end of the work; it is preserved only if a notice is registered before that period expires, then served on the owner. It is extinguished six months after the end of the work, unless an action is published or a prior notice of the exercise of a hypothecary right is registered (Civil Code of Québec).

The guarantor is the RBQ's point of contact

The guarantor is responsible for all communication with the RBQ, in particular the documents and information that the licence holder must send it; if there are several guarantors, the holder designates one of them (Building Act).
