The Construction site safety management exam at a glance

According to the RBQ, a person who passes this exam may act as guarantor for the Construction site safety management subclass. The exams are taken by the company's guarantor(s): the person themselves for a sole proprietorship, one of the officers for a legal person or partnership.

  • Duration: 1 hour 30 minutes; multiple-choice questions; passing grade: 60%.
  • Topics: prevention management, compensation claim file management, assessment management, statutes and regulations, sustainable development.

Who must pass it: every licence — general or specialized contractor, general or specialized owner-builder.

The three management exams: a gateway to 13 subclasses

Passing the three management exams — Administration, Construction site safety management, and Project and site management — allows you to apply for a specialty contractor licence that includes the Schedule III subclasses, with no work execution exam.

The 13 subclasses are:

  • 2.5 — Excavation and earthwork
  • 2.7 — Site work
  • 3.2 — Small concrete works
  • 4.2 — Non-structural masonry, marble and ceramic work
  • 5.2 — Metal works
  • 6.2 — Wood and plastic work
  • 7 — Insulation, waterproofing, roofing and exterior cladding
  • 8 — Doors and windows
  • 9 — Finishing work
  • 11.2 — Special equipment and products
  • 12 — Manufactured cabinets and countertops
  • 13.5 — Special or prefabricated installations
  • 17.2 — Intercom, telephone and surveillance systems

Official list of subclasses (RBQ): https://www.rbq.gouv.qc.ca/sous-categories

Include all 13 subclasses in your first application

If you plan to offer work in all of these areas, enter all 13 numbers in your initial application. This way, you can avoid having to file an addition request later and pay the applicable fees.

These subclasses are not granted automatically after you pass the exams. You must meet the RBQ’s other conditions, including the applicable bond and payment of the fees.

Before offering or performing any work, wait until your licence is issued and check that it includes the subclasses you need. Each subclass has a scope and limits that must be respected. The other requirements that apply to the work and to labour still apply.

You can then apply to add other subclasses by meeting the corresponding qualification requirements, including for work execution when an evaluation is required.

Prof-RBQ prepares you for the exams. We do not fill out forms, file applications or handle any administrative follow-up with the RBQ. You complete these steps yourself.

Please note — This course prepares you for RBQ examinations. Its content is educational: before applying any concept on a job site, consult the codes and regulations in force, which take precedence in case of discrepancy. Some quizzes refer to paid codes, standards or manuals that are not included and may be required; they are available separately from their publishers. If you do not have the document a question refers to, simply skip that question. Prof-RBQ is independent of the RBQ and does not guarantee exam success.

What a guarantor for construction site safety management must know, and what the course details

The thresholds that trigger the prevention mechanisms of a construction site

Count the construction workers expected simultaneously at any point in the work. From 10: a prevention program prepared with the employers before the work begins, and a health and safety representative (LSST, ss. 198 and 209). From 20: program sent to the CNESST, and a job-site committee (ss. 200 and 204). From 100 workers, or if the total cost of the work exceeds $12,000,000: a health and safety coordinator designated by the principal contractor (s. 215.1; amount adjusted every five years).

The notices of opening and closing of a construction site

The principal contractor sends the CNESST a written notice of opening at least 10 days before activities begin, and a notice of closing at least 10 days before the planned end of the work; if the site is to last one month or less, the notice of closing is also sent at least 10 days before activities begin (CSTC, s. 2.4.1(1)). This provision does not cover a major construction site, which has its own rules.

The day of the accident and the 14 full days that follow

The employer pays the net salary for the part of the day lost on the day of the injury (LATMP, s. 59), then 90% of the net salary or wages for each day or part of a day the worker would normally have worked during the 14 full days following the beginning of the disability; the CNESST reimburses it within 14 days of receiving the claim (LATMP, s. 60).

The subcontractor's assessment

The CNESST may demand payment of the assessment due by a contractor from the employer who retains the contractor's services; the employer who pays it is entitled to be reimbursed and may withhold the amount from the sums it owes the contractor (LATMP, s. 316).
